The devastation in Turkey's northern Black Sea region came at a time when the disaster-stricken country had won hundreds of wildfires following a forest fire that killed eight people and destroyed much of its beautiful southern coast.
Last month, Turkey experienced another wave of floods in the northeastern province of Rize, killing six people.
Scientists around the world believe that due to global warming and climate change, natural disasters are becoming more severe and frequent, as in Turkey.
It also poses a serious challenge to Erdogan two years before the general election in Turkey.
The powerful leader of Turkey was strongly condemned on social media for throwing tea bags at locals when he visited the area devastated by the fire, when forest fires first spread in late July.
Erdogan has not yet said much about the flood.
"I offer my condolences to the relatives of our 17 compatriots who died," he said when the death toll was still 17 on Thursday night.
According to his office, Erdogan spoke by telephone with regional leaders and promised to provide all possible assistance to the state.
collapsed buildings
Emergency services said the water rose to a height of four meters (13 feet) in some areas in a short period of time before spreading to more than 240 miles (240 kilometers).
Rescuers had to evacuate a hospital of 45 patients, four of whom are in intensive care near the coastal city of Sinop.
Pictures broadcast on TV and social media show the blocked villagers being taken out of the roofs by helicopter and the bridges collapsing due to the water flowing from below.
On Thursday, the official Anadolu news agency reported that rescuers were focusing on a partially collapsed four-story apartment building and another adjacent building that had completely collapsed.
The pictures show the parts of the two buildings facing the river falling into a flood of brown water.
The Turkish Disaster Response Agency reported that 25 people were killed in the northern province of Kastamonu and two in the neighboring Sinop district. One person was still missing.
Meteorological services expect rain to continue in the affected area for the rest of the week.
